A stutterer is a person who can’t talk???
I thought many with stuttering CAN talk even if they have a stuttering issue.
A person who cannot speak is called “deaf”. They are not capable to speak due to natural consequences. These are deaf or mute by there birth.
If a stutterers vocal chords are surgically removed, then yes a stutterer cannot talk.
